The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) has provided skill training to 1.6 crore beneficiaries so far, with a placement rate of 43 per cent recorded during the first three phases of the initiative, mentioned Minister of Skill Development and Entrepreneurship Jayant Chaudhary in Rajya Sabha.

While responding to supplementary questions in the Rajya Sabha, the minister stated that the government is executing the fourth phase of the scheme, with a greater emphasis on training through more accredited institutions.

“We are now implementing PMKVY 4.0. So far, 1.6 crore individuals have been trained under this scheme,” he informed the members. “In the first three phases—PMKVY 1.0, 2.0, and 3.0—out of 71 lakh trained individuals, 43% (24.37 lakh) secured placements,” he added.

The minister highlighted that in PMKVY 4.0, the primary objective has been to transition training efforts to more recognised institutions. Additionally, there is a stronger focus on specific skill development along with enhanced funding.

In a written response to a starred question, Chaudhary explained that the Ministry of Skill Development and Entrepreneurship (MSDE) has been implementing PMKVY since 2015. The scheme provides skill training through Short-Term Training (STT) programs as well as Re-skilling and Up-skilling via Recognition of Prior Learning (RPL) across the nation.

Furthermore, PMKVY 4.0 introduces specialized modules aimed at fostering entrepreneurship. These modules equip trainees with essential financial and legal literacy skills, covering aspects such as entrepreneurial mindset, market analysis, business planning, marketing strategies, and compliance with legal requirements for small businesses. These elements are integrated into the ‘Employability Skills’ curriculum of PMKVY 4.0 training programs.

In the earlier phases of PMKVY—implemented between FY 2015-16 and FY 2021-22—placement and self-employment tracking was conducted under the Short-Term Training component. However, under PMKVY 4.0, which has been in effect since FY 2022-23, the focus is on empowering trained candidates to explore diverse career paths with proper guidance and orientation, the minister elaborated in his written statement.

Pradhan Mantri Kaushal Vikas Yojana

The scheme will run with an outlay of Rs 948.90 crore. The 729 Pradhan Mantri Kaushal Kendras (PMKKs), empaneled non-PMKK training centres and more than 200 ITIs under Skill India will be rolling out PMKVY 3.0 training.

The Skill India Mission was launched by Prime Minister Narendra Modi in 2015 under which the flagship scheme PMKVY is run.
