The Assam government introduced the Assam Coaching Institutes (Control and Regulation) Bill, 2025 in the state Assembly on Friday to enforce strict guidelines, enhance transparency in private coaching institutes, and ensure student welfare. Assam Education Minister Ranoj Pegu presented the bill to regulate private coaching centres and improve the quality of education for students preparing for competitive exams.
All existing and new coaching institutes must register within a specified timeframe before beginning operations.

The bill defines essential terms such as “coaching institute,” “tutor,” and “registration.”
Application Process
Institutes must provide details regarding curriculum, schedules, fees, infrastructure, and staff qualifications.
Operational Standards
Coaching centres must maintain safety standards, employ qualified staff, provide adequate student space, and refrain from making misleading claims.
Code of Conduct
The bill mandates transparency in fee structures and student performance records, along with compulsory mental health workshops and counselling sessions.
Inclusivity Measures
Institutes are required to support marginalized communities and ensure disability-friendly facilities.

Monitoring and Enforcement
District authorities will oversee compliance through inspections, imposing penalties for any violations.
Appeals Mechanism
A designated appellate body will handle disputes related to registration and compliance.
Assam Chief Minister Himanta Biswa Sarma emphasised that the bill would ensure rule enforcement, and transparency in coaching institutes, and contribute to students’ overall welfare. Education Minister Ranoj Pegu stated that the legislation promotes accountability, safety, and inclusivity within Assam’s coaching sector.

Amendment to the Private Universities Act
Alongside the coaching institute regulation bill, The Assam Private Universities (Amendment) Bill, 2025 was also introduced in the Assembly. This bill proposes:
–Mandatory security clearance for private universities’ sponsoring bodies.
–Prohibition of religious conversions within private university campuses.
–Restrictions on introducing new technical and medical courses without prior approval.
–Government inspections every three years to ensure compliance.
Moreover, the Assam Education Minister introduced amendments for the eight state universities, including Bongaigaon, Gurucharan, Jagannath Barooah, Nagaon, North Lakhimpur, Sibsagar, Swahid Kanaklata Baruah, and Kokrajhar Universities.
The amendments will allow the state government to appoint the first Vice Chancellors for newly established universities, based on recommendations from a selection committee.

Following the Advantage Assam 2.0MoU, three new private universities are set to be established:
–Maa Kamakhya University (Darrang)
–Edtech Skill University (Tinsukia)
–Swami Vivekananda University
