The Bihar High Court rejected petitions for a BPSC re-exam and directed that the Mains examination proceed as scheduled.

The Patna High Court has dismissed petitions seeking the cancellation and re-conduct of the BPSC 70th Preliminary Examination. Allegations of irregularities were raised regarding the Bihar Public Service Commission (BPSC) 70th Prelims Exam, prompting candidates to approach the court and demand a re-exam. After hearing multiple petitions, the Patna High Court rejected all pleas and refused to order a re-test.

“The Commission will conduct the Mains Examination while ensuring that the process remains peaceful, fair, and transparent. It shall also take into account the suggestions we have provided to strengthen its structural framework for handling such situations,” stated the bench of Acting Chief Justice Ashutosh Kumar and Justice Partha Sarthy.

While rejecting the petition for a re-test, the bench further noted that “no substantial material or valid grounds were presented to warrant a CBI inquiry into the matter.”

The court directed BPSC to establish a permanent high-level committee comprising experts to oversee the review of security measures and the overall management of the examination.

With the court’s decision, the BPSC is now preparing for the 70th Main Examination, scheduled to be held from April 25 to April 30, 2025. A bench comprising Acting Chief Justice Ashutosh Kumar and Justice Partha Sarathi had reserved its judgment on March 19, which was finally pronounced today, March 28.

However, many candidates and famous coaching teacher Guru Rahman expressed disappointment with the verdict. Speaking to the media, they told their plan to challenge the decision in the Supreme Court.

The demand for a BPSC 70th Prelims re-exam earlier led to massive protests in Patna, with prominent figures like Prashant Kishor, Pappu Yadav, and Tejashwi Yadav supporting the candidates’ movement.

Why Are Aspirants Demanding A Re-exam?

BPSC aspirants are demanding a re-exam for the 70th Preliminary Test (PT) due to alleged irregularities and mismanagement during the examination process. They argue that the fairness of the exam was compromised, and a fresh test is necessary to ensure transparency and equal opportunity for all candidates.

One of the major concerns raised by the aspirants is the alleged paper leak. Some candidates claimed that the exam paper was leaked before the test, giving an unfair advantage to certain individuals. This has led to widespread demands for a thorough investigation into the matter.

Another significant issue was mismanagement at the Bapu Exam Centre in Patna. On December 13, the exam at this centre had to be canceled due to delays, lapses, and student unrest. While a re-exam was conducted on January 4 for this centre alone, many aspirants believe that the problems were not limited to a single location and that a statewide re-exam is necessary.

Additionally, some candidates have raised concerns over discrepancies in the evaluation process. They claim that the result declaration lacked transparency and have demanded a detailed review to ensure fairness.

Amid these allegations, many candidates, along with political figures and activists, have called for a CBI inquiry into the alleged misconduct during the examination. They believe that an independent probe is essential to restore trust in the recruitment process.

On January 23, BPSC announced the Preliminary Test (PT) results. Out of 3,28,990 candidates who appeared for the exam, 21,581 qualified for the next stage.
