It is said that patience and courage can overcome any obstacle. This adage holds true for one determined woman in Delhi who, after a 12-year legal battle, finally realised her dream of becoming a government teacher.

Her battle started back in 2011 when the Delhi Subordinate Services Selection Commission (DSSSB) advertised vacancies for Post Graduate Teachers (PGTs). Shabana Parveen, from Haryana’s Sonipat applied for the position of PGT Economics. Despite clearing the examination, her appointment was withheld on technical grounds, prompting her to seek legal recourse.

Shabana secured sixth place in the DSSSB PGT examination. However, the general category had only five vacancies. When one candidate’s verification revealed discrepancies, leading to disqualification, Shabana moved up to the fifth position. Despite this, her appointment was not confirmed.

Shabana challenged the DSSSB’s decision in the Central Administrative Tribunal (CAT) and emerged victorious. Undeterred, the Delhi government appealed the CAT’s order in the High Court, further delaying her appointment.

The Delhi High Court, after hearing Shabana’s case, ruled that she was eligible for the position 12 years ago and that the reasons cited for withholding her appointment were invalid.

The court, comprising Justice C Harishankar and Justice Anoop Kumar Mendiratta, ordered the Delhi government to appoint Shabana as a PGT Economics teacher and provide her with the salary due for the intervening years. Additionally, the court mandated that Shabana be placed on the seniority list according to her original qualification date.
