IIM Sambalpur Launches India’s First UG Bureaucrat-Training Programme, BSc in Public Policy – ET Government

With this launch, IIM Sambalpur becomes the first IIM in India to offer undergraduate programmes, with a special focus on nurturing talent for public leadership and digital innovation.

NEW DELHI: In a landmark move aligned with the National Education Policy (NEP) 2020, Indian Institute of Management (IIM) Sambalpur, in collaboration with the National Testing Agency (NTA), has launched two future-focused undergraduate programmes – Bachelor of Science (B.Sc.) in Management and Public Policy, and Bachelor of Science (B.Sc.) in Data Science and Artificial Intelligence.

With this launch, IIM Sambalpur becomes the first IIM in India to offer undergraduate programmes, with a special focus on nurturing talent for public leadership and digital innovation.

A First-of-Its-Kind Bureaucrat Training Pathway
The B.Sc. in Management and Public Policy is India’s first undergraduate programme specifically designed to prepare students for careers in civil services and public administration. “This will give young aspirants early exposure to policy frameworks, governance, and sustainability, setting a strong foundation for a future in bureaucracy,” said Prof. Mahadeo Jaiswal, Director, IIM Sambalpur.

The programme aligns with national priorities around ESG, sustainability, and community-driven development, enabling students to bridge the policy-practice gap and lead transformative change at the grassroots level.

Data Science Programme with Ethical AI Emphasis
The B.Sc. in Data Science and Artificial Intelligence, co-designed with industry leaders, aims to build India’s digital leadership for a global stage. It emphasizes ethical AI, digital transformation, and applied analytics, creating a new generation of tech-driven professionals ready for the AI economy.

Admissions to the AI programme will be through JEE Main, and for the Public Policy programme via CUET, both conducted by the NTA. Each programme will admit 90 students in its first phase, with classes beginning in September 2025.

The four-year residential degree offers multiple entry-exit options, awarding a certificate after one year, a diploma after two, a degree after three, and an honors degree after four years.

Industry-Academia Roundtable on GCCs
The launch event also featured a high-level roundtable discussion on “Global Capability Centres (GCCs) as Engines of Innovation for Global Enterprises”, attended by Brahmanand Jha, Vice President, National eGovernance Division (MeitY), and senior officials from NTA. They stressed the increasing role of GCCs as innovation hubs and the importance of academic partnerships in shaping future-ready talent.

“India’s GCCs are no longer just cost centers—they are global innovation engines,” said Brahmanand Jha, noting that programmes like those at IIM Sambalpur are building the digital and governance leadership pipeline required for the country’s transformation into a knowledge-driven economy.

Admissions for both programmes begin in June 2025.
