The Rajasthan Higher Education Minister and Deputy CM Dr. Premchand Bairwa has introduced the ‘Rajasthan Coaching Centre Control and Regulation Bill 2025’ in the Assembly. Under this bill, coaching institutes will have to follow many strict rules including important aspects like registration, operation, fees, mental health services, career counseling, grievance redressal, and a ban on misleading advertisements.

The bill includes provisions like limiting the number of students in a batch, making the fee structure public and providing counseling services to protect students from mental stress. This bill will be discussed in detail on March 21.

Coaching institutes will have to give clear information about the courses, fees, facilities, and fee refund policy to the students before enrollment. Along with this, they will also have to provide information about other career options apart from engineering and medical so that students can make the right decision.

Strict provisions have been made in the bill to prevent the exploitation of students. Coaching institutes will have to charge fees from students in a fair and transparent manner and will have to refund the fees on a proportionate basis if they leave their studies midway. There is a provision of a fine of up to Rs 2 lakh on coaching institutes for violating the rules and cancellation of registration in case of repeated violation.

Coaching institutes will also have to prevent making false and misleading claims in their advertisements. The state government will issue necessary guidelines to regulate the functioning of coaching centres and take action against the violation of rules. The Rajasthan government said that this bill aims to “curb the commercialisation of coaching institutes and ensure that they operate within a framework that prioritises the well-being and success of students. By regulating these centers, the state aims to create a healthier and more supportive environment for students who are pursuing their academic and professional goals.”

The government further added, “Over the past two decades, the state of Rajasthan has witnessed the uncontrolled growth of coaching centres. These centres often operate in a largely unregulated environment, attracting lakhs of students every year with promises of guaranteed success in competitive examinations such as NEET, IIT-JEE, IIM entrance exams, and CLAT. The false claims made by these institutes and the high-pressure atmosphere create widespread disappointment and frustration among students when results do not match expectations. Tragically, this often leads to increased stress levels and, in many cases, even suicides.” Six cases of suicide have been reported in the coaching hub of the state, Kota, this year.
