Candidates preparing for the UPSC Civil Services Examination have to submit their application forms by February 11. The Union Public Service Commission (UPSC) has issued a notification announcing the commencement of the application process. The UPSC Examination 2025 aims to recruit eligible candidates for 979 posts in the Civil Services and 150 posts in the Indian Forest Service. Application forms are available on the official website: upsconline.gov.in.
Following the controversy surrounding Puja Khedkar, the Union Public Service Commission has tightened the application process for the UPSC Civil Service Examination. Candidates are advised that any discrepancy found in the UPSC Exam Application Form 2025 will result in cancellation of their candidature.
The application process is rigorous, requiring candidates to submit various documents in addition to the form. Successfully navigating the three-stage UPSC Civil Service Examination offers the opportunity to secure top government jobs in the country.
How to Fill the UPSC 2025 Exam Form
The UPSC exam form is filled in several stages. Candidates are advised to check their internet connection before registering on the official websites of the UPSC: upsc.gov.in/upsconline.gov.in. Here is a checklist that candidates may ensure below before applying for the UPSC CSE 2025 Prelims:
- Active mobile number/contact number
- Active email address
- Graduation certificate
- Recent passport-size photo of the applicant
- Scanned photo of the applicant’s signature
- Scanned valid photo ID
The UPSC application form has been open since January 22, 2025. Candidates can apply online by visiting the official UPSC website, ‘www.upsconline.gov.in’.
The UPSC online form can be filled out in four parts until February 11, 2025.

How to Fill the UPSC CSE Application Form 2025 Part I?
Part 1 of the UPSC CSE Application Form 2025 can be filled out following the steps given below:
Step 1: Visit the official website www.upsconline.nic.in or upsc.gov.in and download the latest notification from the commission.
Step 2: Click on the ‘Apply Online’ link on the right side panel of the home page of the website.
Step 3: Click on ‘Online Application for Various Examinations’. Then select ‘Online Application for Various Examinations of UPSC’.
Step 4: Click on the ‘Part 1 Registration’ link. Read the important instructions given for filling out the application form carefully.
Step 5: After reading the guidelines, click on ‘Yes’. This will take the applicant to the Part 1 registration page. Enter personal details like name, gender, date of birth, father’s name, nationality and address.
Step 6: After this, enter educational qualifications and contact details.
Step 7: Enter photo ID details, number of attempts, graduation marks and preliminary examination centre.
Step 8: After filling in the details, check the application form. Edit it if needed. One should remember that editing will not be allowed after final submission.
Step 9: After checking everything, click on ‘Submit’. On completing Part 1 registration, applicants will be given a Registration ID (RID).
How to Fill the UPSC CSE Application Form 2025 Part 2?
Applicants can fill Part 2 of the UPSC CSE Application Form 2025 by following the steps given below:
Step 1: Enter the photo ID details, number of attempts, graduation marks and preliminary examination centre information.
Step 2: Log in with the Registration ID (RID) and date of birth for Part 2 registration.
Step 3: Pay the application fee through online or offline modes. Applicants can also choose the ‘Pay by Cash’ option through an SBI challan.
Step 4: Choose the preferred centre for the preliminary examination.
Step 5: Upload all the required documents:
Photo in JPG format – 20 KB to 300 KB
Signature in JPG format – 20 KB to 300 KB
Photo ID in PDF format – 20 KB to 300 KB
Step 6: After uploading all the documents in the prescribed size, one should click on ‘Upload’.
Step 7: A Final Declaration Box will appear on the screen. Check it and submit the form.
Step 8: After doing this, a confirmation message will come through to the applicant’s registered mobile number and email address. This means that the applicant has successfully registered.
Part 3 (Detailed Application Form)
This section, the Detailed Application Form (DAF), is the third stage of the application process. The UPSC has introduced some changes to the DAF for the 2025 Civil Services Examination.
- Candidates can access the DAF upon successful completion of Part 2 of the application.
- This section requires applicants to provide their service preferences and other relevant information.
To finalise registration, candidates must click ‘Submit’ after completing the DAF.
Part 4 (Fee, Photo, Signature and Exam Centre Selection)
Applicants can submit the UPSC Application Form 2025 after paying the fee and uploading the necessary documents.
- The UPSC application fee for general candidates is Rs 100. This can be paid through online banking or a credit/debit card. SC/ST/Female/PWD candidates are exempt from paying the fee.
- Applicants should upload all the required photographs and documents in the prescribed format. They need to ensure that each file size is between 20 KB to 300 KB.
- Applicants should then select their preferred exam centre from the list provided.
